Part of the problem isn't so much documentation, but
design.  NetBSD
isn't running out of ROM (or flash), WinCE is.  This means
that WinCE
can hibernate the CPU when it isn't in use and NetBSD
can't.  This is
because the reset vector for coming out of hibernate mode is
in
ROM...
