My user cannot log into the console.  Root can login just
fine.  I don't 
remember reading about any security changes in 3.x that
would do this - 
did I miss one?  My other 3.1 box doesn't have this problem,
but it 
boots to xdm so maybe that is different.

Try making another user, and what about network logins?

I think it's /etc/secure (or the like) that governs who can
login where and how.

I've seen that message when I try to log in as a user that I
did not set a
password for.
