Initially I can, on the first boot it drops into single user
mode.
After mounting /, no.

On first boot... /dev/rsd0a: character special (13/0).
After
mounting /, and booting with an install kernel, I get...
use one of:
fd0[a-h] sd0[a-h] se0 ddb halt reboot

NetBSD-4.0_RC5. I used the MacOS mkfs utility.

Initially, yes. After mounting /, no.

None of the NetBSD3.x kernels have booted on my machine.
They all stop
at... panic: no init.
