NetBSD/arc doesn't have any problem (works fine even on
building
kernels), so maybe it's cobalt specific. I'll check cobalt
interrupt
stuff later.

(BTW NetBSD/ews4800mips hangs up right after interrupts are
enabled
 without messages..)
