Recent changes to prep

I've just made a commit to -current today to rewrite how I
was handling PCI
interrupts on the prep machines.  I'm hoping this fixes up
a few problems with
them.

The big win of this, is that certain cards that were
previously un-usable on
prep machines, like big multiport ethernet cards behind
pci-bridges, should now
work.

If anyone has any problems with a machine not working
properly after this
change, please let me know.  I'm especially worried about
6015's not working
quite right.
