supply protection to VOP_MMAP

Hi,

Anyone have insights/strong opposition on changing the
second parameter
of VOP_MMAP from "int fflags" to "vm_prot_t
prot" and supplying the
protection type to the file system?  The parameter is
currently unused,
as the only user ever in NetBSD (uvm_mmap) passes always 0. 
I have no
idea what "fflags" was meant to do in 4.4BSD from
where it originated
without a user.
