Somewhat recently (since the upgrade to LISTSERV 15.0?), the
fields in 
the headers of received email messages from lists on netpals
have 
changed.  In particular, the `To' field no longer contains
the full list 
of email addresses that an original message was sent to. 
Instead, the 
list of addressees is contained in the `Comments' field. 
For example, 
if an email message is addressed to my.frienddomain.com and to 
my.listnetpals.lsoft.com, then those subscribed to 
my.listnetpals.lsoft.com do not see my.frienddomain.com in the To 
field of the email message that they receive.  Instead the
received 
header contains the following.

Comments: To: my.frienddomain.com
To:           my.listnetpals.lsoft.com

I haven't verified it, but this may also occur for email
addresses in 
the Cc field of the original message as well.  For the lists
that I own, 
this is undesirable for the list subscribers, as they want
to know who 
else the received message was sent to (To and Cc,
distinctly).  Most 
subscribers don't even know how to view the full email
header. 
Moreover, those that do know how, don't want to have look at
the full 
email header just to determine who else the message was
addressed to.

Is it possible to modify a list and/or server to behave as
netpals used 
to, i.e., the To and Cc fields are relayed just as in the
original message?

This is not a recent change.  LISTSERV has worked this way
for many years.

It is always problematic to add additional addresses in the
To: or CC: fields
for people who are participating in some discussion but are
not subscribers to
the list in question.  A strong case can easily be made that
they should be
subscribed and all discussion should take place through the
means of the list.

This is a long-standing question about LISTSERV usage and
has been discussed
several times on our more general lists such as LSTOWN-L and
LSTSRV-L.  Here
