this is true today.

Mobility Header is just a protocol on the IANA page,
"135". MIPv6 *uses* mobility header. thats all.
it
is perfectly possible to have a deployment where
HMIPv6 is used without any global mobility management
protocol. it is also possible to run HMIPv6 for a
MOBIKE enabled IPsec tunnel. there is no dependence.

mobility header *does* not mean Mobile IPv6. in fact
you can skip implementing the mobility header
messages that are used by MIPv6 but not needed for
HMIPv6.
