Thanks for chiming in on the list.
We're more-or-less done with the timezone work -- we have an
API-compatible, timezone-enabled Date object. The code is
here if you
haven't had a chance to take a look:

There are still some simplifications we'd like to do
particularly with
how users pick timezones.
A TZ picker, and some sensible aliases for things like
"Pacific Time"
would be much preferable to shoving all the exemplar cities
from each
Olson file into a select box, which is what we're doing
now.

Yes, all this TZ-enabled Date stuff I originally did with
the intention
of contributing it to Dojo -- and I would still very much
like to see it
makes its way into DojoX.
However right now we are extremely focused on the upcoming
Preview
release for Cosmo, so everybody's time is pretty limited.
We're all very
much 'down in it' trying to get this stuff out the door.
I see there are some sensible packaging/test requirements
for extensions:

I'm hoping after our Preview release, I'll have some time to
make a
proposal and begin packaging up the datetime stuff in a
DojoX-correct way.
