Tinderbox Cosmo test server has been upgraded to 0.7

The Cosmo test server running on qasharing, where all of the
tinderbox 
clients point to for Functional and Performance tests, has
been 
upgraded to 0.7 (r5183).

The two support libraries in chandler/tools/ have also been
updated to 
change the path used from "cosmo" to
"chandler"
