updated XML-LibXML ppm packages

I've placed updated XML-LibXML and XML-LibXSLT
Win32 ppm packages at
    http://theoryx5.uw
innipeg.ca/ppms/
based on the current CPAN sources. I've also
taken the opportunity to update the libxml2 dll
to version 2.6.27, and the libxslt dlls to
version 1.1.19. If you're using an earlier
version of these packages, you'll have to upgrade
the dlls; this will be done in a post-install
script when you install XML-LibXML-Common
and XML-LibXSLT, or you can fetch them from
    http://the
oryx5.uwinnipeg.ca/ppms/scripts/
