Long delays perhaps timeouts when using webmail

That definitely does not sound right. Try adding "debug
true" to your 
webmail.ini and checking the generated webmail.log files to
see where the 
delays are getting introduced.

You don't have excessively large (several tens of thousands)
numbers of 
messages in your inbox or anything unusual like that ??
