Hi,
There may be an easier way. (1) set g_forward_illegal to * * [note
here that an admin can still set a forward] and if you don't even want
them to see the entry line, just comment it out in the page na_fwd.htm
...
These mods are by default server wide, and you do have to have a late
enough version of surge to support the g_forward_illegal options
