I recommend the above limits for the average site using Surgemail; increase as necessary depending on the number of customers.
It is OK for outbound emails to sit in the Mail Queue for awhile; it doesn't hurt anything.  What hurts is the situation with AOL or when a customer tries to send out more than 200 emails per hour... which would cause their Outlook Express client to sit there... 1 hour per 200 addressees.
This in turn causes any such customer call in here, where we find out what's going on... which could even be a virus, but not many of our customers catch viruses. 
For the habitual or recurring customers, we recommend the server-side lists.  They send one email to the list, and the list takes care of the rest.
