Black listed but gets through?

On 2006-10-26 Orin Wells is rumoured to have said:

My guess would be that the guy who can send uses SMTP AUTH
while the guy 
who can't send does not.

Surgemail is recognizing the first one as an authenticated
local user 
and overriding the RBL listing.
