Try the recommendations by the other guys and test on a
3rd & 4th email account. See what happens.
If the problem still exists with that one account, then
you know it has something to do with the account settings.
If it ends up that you cannot find the problem, then give
that customer a new email account to start fresh.

My guess would be
that the guy who can send uses SMTP AUTH while the guy who can't send does
not.
Surgemail is recognizing the first one as an authenticated local
user and overriding the RBL listing.
