Hi ,
It appears the file bull.max was deleted or in some way
lost, as a result new bulletins have low bulletin numbers
which in turn means
surgemail thinks the users have already seen new bulletins.
To fix edit bull.max and increase the number to 30 , chown
it to mail, then send a new bulletin.
