You should probably remove the user's access to those
settings via g_user_access on the Users Settings page.
If you haven't done so already, you will need to setup
groups in g_access_group, then list which accesses you give on the g_user_access
page. There's a Help button too.
You might want to setup different Groups --- for people
who should have access to the setting and another for those who won't have
access to the setting, then assign them to a group or multiple
groups.
I like the groups thing because it's almost a spreadsheet
(3-dimensional !!)
