Addendum:

 

You can find the templates under /usr/local/surgemail/blogtpl/ (or wherever they can be found under Windoze)

Just change utf-8 against ISO-8859-1

Existing Blogs have to be changed using the blogs advanced configuration settings (edit file template.htm)
