Hmm, you do seem to be right looks like in 3.0c none of the
unix builds had 
the web admin lang files included. There is a copy in:
ftp://netwinsite.com/pub/surgemail/surgemail_30c2_windows.ex
e
(just use winzip to extractthe files)

I would definitely recommend upgrading to the latest version
though.
