OK,

Can we make it a request for a future version please.

I can envision creating a rule that has a checkbox that
states "User
Optional" with the results being if I check it then the
user has the option
of activating it or not. Perhaps even have it with a
prefered on or off
option, something like "Default User State".

What kinds of filters are we talking about?  What would the filter do?
