You need to start with some generic troubleshooting:

1) What platform are you on?
2) Does it happen consistently or intermittently? and for
all accounts or on 
a specific message etc?
3) Check the surgemail mail.log to see if it is logging any
errors etc
4) Check webmail.log (possibly by adding "debug
true" to webmail.ini)

I would think it is not due to the upgrade as I've not had
any other 
complaints. It sounds like it may be as simple as needing to
reset the unix 
file permissions on the webmail binary?
