It won't. SurgeMail will only refuse to accept mail from an
RBL listed
server if you are using that RBL.
Maybe the old server is doing some sort of check back to
your SM server,
finds it is blocked and then refuses delivery from your SM
server. That
would be the only reason I could think of that would prevent
delivery to
an RBL listed server.
