I am running:

SurgeMail Version 3.8k4-4, Built Aug 29 2007 12:10:24,
Platform Linux

For some reason, I have a customer that is trying to send
email to email accounts on his old providers email server,
but keeps getting RBL errors.

His old provider's mail server is listed on the Spamhaus RBL
and this is preventing him from sending email to this server
using our Surgemail server.

Why is Surgemail keeping our users from sending mail to RBL
listed servers and what is the point of this?

Seems it's logical to not accept mail from an RBL listed
server by why keep our users from sending to an RBL listed
server?

How can I fix this while still keeping incoming mail from
the RBL blocked?

It won't. SurgeMail will only refuse to accept mail from an
RBL listed 
server if you are using that RBL.

Maybe the old server is doing some sort of check back to
your SM server, 
finds it is blocked and then refuses delivery from your SM
server. That 
would be the only reason I could think of that would prevent
delivery to 
an RBL listed server.
