Steve,

I haven't tried this myself but if your determined you can
try these steps.
I see no reason why it won't work for you.

Set your message composition to HTML text.
Start a new message.
Address it to yourself only.
Make it look the way you want using WebMails HTML features.
Send it.
Open it and then at the bottom of the message is the save
this message to
disk as a text file, click that.
You'll be prompted to open or save the file, open it.

Then just copy everything from after/below the headers.
Remember the first
blank line tells the reader that is the start of the
message. Once you've
copied that you can switch over to your bulletin and past it
into there.
