Stuart here... I am maybe missing exactly what you want to
do.  If you 
set SurgeMail to reject, the connecting party will get a
message saying 
they are banned and their connection is dropped immediately.
 SurgeMail 
spends no time processing the connection etc...  Isn't that
what you want?
