I'm trying to use the tellmail command to set a users quota.
 I issue 
the command

tellmail quota_set cbuccojmail.umd.edu 524288000 
(500MB)
 >>quota set to 524288000 bytes for user cbuccojmail.umd.edu

When I then check the quota,

tellmail quota cbuccojmail.umd.edu
 >>52428800 bytes used of unlimited
 >>86979944k bytes used by domain

If I use the web interface, I can set the quota and it
works.

My question, is am I misreading the functionality of the
quota_set 
command?  It seems to to to tell surgemail how much space
the current 
account is using and does not set that users quota.  Is
there another 
command I can use?  I need to set quota on a larger number
of users.

encase anyone is looking for the answer to this question.  I
was indeed 
misreading the function of the Quota_Set command.

 From Surgemail Tech support
