OK a little more information... My crashes were irrelevant - a dodgy build for other reasons :-( Anyway I have tested with two safari configurations:
Safari 3.0.3 under windows - everything I have tried on the smooth template seems to work as expected.
Safari 2.0.4 on OSX under intel - just about everything works as expected. Just the quota display slowly gets additional display items added to the display. This should be easy enough to hide / fix though I would have thought. This was one of the items I remember as being incorrectly displayed last time I checked.
I have not been able to test on osx running on mac hardware as our testbox is too slow and I do not have physical access.
I remember IE5.5 being very dodgy, and I would rule it out as a candidate for the smooth template. Sorry. If you find that it does work well I'll try and get a running install of IE5.5 setup to try it.
As to consistent templates... yes and no... Yes we are working on webmail enhancements, particularly in terms of adding more modern "web 2" type browser techniques. Quite what form these will finally take yet I don't know (depends on several factors out of my control). But we are getting closer, unfortunately I cannot provide any timeframe estimates as development is largely out of my hands.
I'll see if I can tweak the webmail browser check to allow for relevant versions of safari over the next day or two. Let me know how your tests go and what versions of Safari you are using.

Well it is the browser check in frame.tpl that prevents it from working  If you remove the browser check as already suggested by someone it should mostly work. Last time I did that test in safari (was quite a while ago) the screen layout was messed up in a few places but the interface was basically functional . It says "only available for Netscape v7.1+, IE v6.0+." I'd also like to strip out features I'm not using, but I assume as I learn more about the webmail I'll either be able to turn things off or customize the templates to remove them.
Sounds like smooth is probably what you want, it definitely runs in IE7 (that text should be changed). And I know it mostly runs in Safari if the browser check is tweaked. What are "older" features vs. new? I'd like to omit anything that may not be supported in the future.
Off the top of my head there is the easy customisation of background colours, the logo etc that only works in panel. And a few of the extremely uncommonly used features which I'm not even sure what they are as they are hidden as for standard surgemail installs.

Customers will use IE4, IE5, 5.5, etc. because they don't
know any different. Rather than cause a problem by rejecting them, how
about including code to detect the browser and automatically select the template
that works with that browser?
The feature can be turned on in /scripts/webmail.ini and
can be coded on the Login page, and if a browser is not compatible with a
particular template... to display "Sorry, your browser " " is not fully
compatible with this <template name> template.
There are javascript detection scripts available on the
'net.
/webmail/panel/mail.tpl already has an error routine, but
there are no comments on the page that describes the types of errors it
handles.
