Why is this a problem ? We could add a limit for the
number of
messages but generally the 'total storage' limit should be
reasonably
effective.

how many connections pop and SMTP surgemail can accept and

Sorry I don't understand what layout of machines you are
using, are you
going to run 8 pop servers ? How many smtp servers ? Or
are you
asking what layout to use ?
I would recommend splitting the domains up over several
hosts rather
than building a single cluster to handle all 4,500 domains.
In this way
you can use fast local disks and avoid a storage server
which will be a
bottleneck and very likely much more expensive. But that's
just my
personal preference.
