In principle you cannot create accounts from the mail client
no. This sounds 
like a rather dangerous thing to want to be doing.

However this could be done using http requests to the
surgemail webserver, 
essentially using the same interface that a browser uses.
Your client 
application could create use user.cgi with open account
creation,  domain 
manager requests, or admin interface http requests.
