How recent a version of the surge template did you start
with.

For any translation text in the surge and smooth templates
you will find the 
template contains translation string ||lang_str||Inbox||
which is then 
matched against the translation files:
surgemailwebl_workmastersetsurgelang_tpl.dat
surgemailweb_worklang_cgi.dat

As it stands the french translations (that is what you are
trying to 
translate to right?) should have the inbox getting
translated already.

The _layout_start.tpl looks like it is uptodate and
correct.

OK then check what the new_mail_name is set to in your
webmail.ini. I would 
expect it to be something like:
new_mail_name Inbox

It is the "Inbox" part that gets translated using
the translations in:
surgemailweb_worklang_cgi.dat
