Yes you would hit a variety of surgemail limits - primarily
designed to stop
spam - like maximum number of messages / tarpitting etc.
That seems to be an odd way of sending out large numbers of
messages, you
would do much better to setup a mailing list of all the
relevant addresses.
The msg.log should tell you what is happening to individual
messages, and
mail.log should tell if if you are hitting surgemail
limits.
