He is using Webmail. I see where a received email can be
kept listed as "Unread". As for flagging for
importance. I
think he is referring to received email, not email he is
composing. Is there anyway to indicate importance of email
that you have received?

Most email clients have a priority flag option. For
instance, I'm using Thunderbird, and it has a priority
option under the "Options" menu. I'm flagging
this
particular message as highest priority, just for kicks.
Most clients also let you alter the 'read' or 'unread'
status by clicking the column in your message list.
