I have a customer with High
Security protocols in place, one of the protocols is that all incoming and
outgoing emails are archived / copied to a folder that may be analysed later if
required.
I can see how to do the
incoming.
In
Filters
Question is there a way to
collect incoming mail????

What would probably work better for you are these settings:
g_redirect_cc from="* domain.com.au"
to="<mailto xxotherdomain.com.au>xxx otherdomain.com.au"
g_redirect_from_cc from="* domain.com.au"
to="<mailto xxotherdomain.com.au>xxx otherdomain.com.au"
g_redirect_hide "TRUE"
This will copy all incoming and outgoing mail to/from that
domain to
the <mailto xxotherdomain.com.au>xxx otherdomain.com.au
address.

Yes, there are several ways to achieve this.
Probably the best way to do this is the g_archive
email archiving. This will allow you to archive all mail matching to / from
/ subject criteria to a fixed duration rolling archive file
for later analysis if required.
Alternatively you could use the combination of
g_redirect_cc + g_redirect_from_cc to deliver a copy of certain mail
to a particular account.
