What rules or settings could make it possible to drop an
incoming SMTP 
transaction before anything is sent, or sender information
transfered?  
I have someone who can't send incoming mail to us, and
there's no record 
in our logs of his email address.  His ISP gets a message
that we have 
closed the connection as it's opened.

Ask his ISP to try to telnet to port 25 of your server and
see what
happens. What IP are they sending email from?  Are you using
any RBL? 
Could they be blacklisted on your server?

Your RBL settings are under Spam Control.

His ISP sent a log.  The server connected to port 25, and
then responded 
that we had closed the connection.
