That is correct.

The only option to accomplish this, of which I am aware, is
hand 
editing of the tpl files.

No need to edit tpl files. Just open up webmail.ini and
comment out 
the following line like so:

# netwin_autologin_id 1 /cgi/user.cgi c:surgemailwork 
lcmd=user_load_fcommon&||na_extra||

After doing this friends doesn't show up in the Webmail
interface. 
You can also do this for other features like change
password, alias, spf, etc.
