New York Street photography restrictions

I urge all of you to sign this petition against NY City's efforts to
restrict the freedom of photographers -- pros, amateurs and others --
to take photographs on the street.

I've posted a link to the petition on my blog, some of my thoughts on
the matter, and a link to a NY Times story explaining the background.

I don't live in the States, but you aroused - and did not satisfy - my
curiousity.

Neither your blog nor the NY Times article you referred to give the
reason for the new proposal.

If the reason concerns security, then I'd see it as another example of
post-9/11 hysteria. I've seen a lot of that on visits to Britain in the
last few years, and this despite experience with many decades of IRA
terror in the UK.

The only other reason I can think of is that when photo crews appear in
public crowds naturally gather, occasionally impeding free passage to
the uninterested. If that's the reason, it sounds like heavy
overkill ...

Incidentally, single photographers _will_ be allowed to photograph at
will, the proposed new law begins with 2 or more people.

I have read the messages concerning this issue, here in this Yahoo
Group, and on other discussion lists. Please understand that I live
in the United States, and value the freedoms enjoyed here, and the
attendant responsibilities that accompany those freedoms. I have read
the petition being circulated. I haven't seen anyone here post a link
to the ordinance that caused the creation of the petition. If it has
been, my apologies for not seeing it. Here is a link to that ordinance:

I have not monitored the status of this ordinance, so I do not know if
the oridinance is under study, or has been passed and is in effect.

I would urge each of you to consider reading the above PDF document
and study the language in it. It's long - eleven (11) pages. You may
be inclined to read only the first few pages that contain the "do's
and don't's&quot; of the ordinance. In later pages there is a lot of the
fine-print details. Skip that if you wish, but read the last page
(that should have been first). It is the "Statement of Basis and
Purpose". I quote here the first paragraph on that page:

"The Mayor's Office of Film Theatre & Broadcasting ("MOFTB") has for
many years issued permits in connection with various film production
activities. With the recent increase in filming activities, it has
become necessary to codify the process that has been followed over
time. The purpose of this rule is to provide clear guidance to the
persons and entities in the entertainment industry who seek to obtain
such permits.&quot;
END QUOTE

This rule "seems" to target the entertainment industry. Reasons for
this rule could be many... 1)Control of Activities and 2) Income
(permit fees) are two, and I'm sure there are others. It is unclear
how this will adversely impact individual photographers such as
ourselves (remember this is a D70 group), whether we are professionals
shooting a job, or tourists taking our hopefully "better than
snapshot" images.

Someone said something similar to this, but I don't recall the exact
words, or to whom to attribute this...
"An informed citizenry is the best weapon in the protection of freedom.&quot;

I signed the petition, but the initiators did not think about the fact that also non-US residents might sign the
petition (format of ZIP-code).

Indeed Rik, I also signed the petition, but filled in Israe (withouht
the L at the end as you can only fill in 5 digits or letters....)
instead of the ZIP-code. Worked fine.

I signed as I know I will be in New York sooner or later again.....
