Hi

Im a New user of the Nikon D70s , Im using it for quite some time with the Kit lens .

Can u please suggest the best 300 or 200mm lens which suits for Portrait and wildlife .

I just wanted to invest my hard earnt money on one such a Good Lens . I can afford till 300$-.

My Main interest would be birds , Butterflies and Portraits .

I think 200 is too long for potraits, and too short for birds...
For butterflies you will need at least a 1:3 macro capabilities at one
metter shotting distance.
Taking also in consideration your restricted budget, the only I can
recommend you is the vintage 70-210/4, for portraits in the 70-120 range,
birds at the 210 tele end, and featuring 1:4 macro at 80cm, allowing you to
make butterlies pictures without approaching too much and scaring the bug.
It can be found at keh, in good state at the money you have.

Other lenses in the same money... the 70-300 could be better for birds due
to the 300mm tele, but between 200 and 300 is soft and it lacks macro mode,
the minimum distance is 1.5m, too much for butterflies.
The VR version is out of discussion due to budget... and also lack of macro

Just to give another perspective on this

I quite often use either a 180mm f/2.8, or an 80mm - 200mm
f/2.8 zoom for portraits. Because of the long focal-length, you
pretty much need bright light (bright-overcast is beautiful), or
a steady support for your lens.

What I *love* about this focal length is just how creamy,
dreamy, and out-of-focus I can get the background. Also, the the
longer lense does alter the perspective of the subject a bit,
which I find tends to produce an almost regal, or certainly a
refined atmosphere in the image.

This length of lens also requires considerable
working-distance, which makes it especially great outdoors.

There is a reason, I suppose, that these longer focal lengths
are not "the norm" for portraiture, but they should not be ruled
out, either. I tend to like using this focal-range...

I would strongly suggest the Sigma Zoom Telephoto 70-300mm f/4-5.6
APO DG Macro Autofocus Lens for Nikon AF-D. I've used it for exactly
the things that you want to use it for, except portraits, and it's a
very good lens. The close-focus capabilities of this lens comes in
very handy for photographing butterflies.
