%20 question...search and replace too

I have noticed the %20 which is apparently ASCII for 20 hex
or more
specifically a SPACE substituted for spaces in filenames in
files and
directory names. 
I would guess that spaces and parenthesses   and such are
probably
illegal characters in naming conventions  and get replaced
by  % followed
by  their equivalent hexadecimal ASCII values.
All of my HTML editing stays local, so I do not have
experience to
comment further.
