Is ebMS reliable?

A simple question - is ebXML Messaging service
reliable, i.e. is that something that is required by
the ebMS specification for all implementations out
there?

By reliable here I meen guaranteed delivery - the
Sending MSH *always* knows that the message got to the
Receiver MSH?
