Anyway, I think your best bet is probably to use perl4caml
in order to
call the Perl Net::SFTP library.

SFTP is based on SSH, not SSL ... either way I don't think
there's a 
library for it. The Unison file synchronizer works over SSH,
though, so 
maybe there's something in its source code that would be
helpful.
