Would you care to elaborate on that?...

I am unfamiliar with the procedure that dictates inclusion of new
libraries into the stdlib, and/or any of the politics behind OCaml
development. However, at least at first glance, having a "batteries
included" policy tends to be beneficial to the wider adoption of a
language. It worked wonders for Python, for example. (It is implied,
of course, that only those "batteries" that meet stringent quality
criteria are included).
