fdisk would show the MSDOS and OpenBSD MBR partitions but
disklabel does not report any beyond c.

What did you answer to the question:

Use *all* of wd0 for OpenBSD?

Yes.

1. I went to shell, fdisked away all partitions and
restarted the install
2. !fdisk wd0 report no partitions
3. !disklabel wd0 reports no slices
4. Chose MBR installation
"wd0 no disk label"
5. Chose *all* It reports creating the 1MB partition and
puts me into the disklabel editor
'p' at this point reports no partitions
