I can't confirm. I've tried to reproduce with a polish 2.0.3
and a polish 2.2.1.
OOo 2.2.1 installs like charm without stating that a newer
version is installed.
I don't know what has damaged your configuration. The
workaround is to uninstall
OOo 2.0.3 manually and then install 2.2.1.
