QA and localization - What version?

I know this link, but actually is referred as m189 (that's
right?).

This version as a bug by which I can't use it (it crashes
everytime).
So I'm waiting for a new build.

My question was, if I install OOE680m3 I can use after the
CWS
localization build 17? I think no, but I don't know.
