Why ?

It is a tool which is used for QA interests. But the
tool/code isn't
hosted by a QA member. All other sub-components in QA are
hosted by QA
members.

I do not know, which could be the best component for
TestTool. But in
my opinion it is better placed in a development component -
perhaps 
'framework'.

+1 to list testtool as a QA tool.  It serves NO OTHER
purpose than to do
testing of a finished product.

Just because it is NOT hosted by a QA member does not
exclude it from a
QA project.
