wiki page about the new translation process

Hi all,

as I promised some days ago, here's a wiki page containing
basic info 
about the new translation process and the Pootle server:

to place 
questions and answers discussed here on the list.

There will be also some IRC sessions where Damien will

Is it possible for Swedish to join Russian and Khmer in the
pilot?
