yes. From my understanding a QAL (QA lead) should be able to
register a 
build for his/her language only and a BPR (build provider)
and an ADM 
(administrator) can register builds for all languages.

In that, historical, document it was understood that build
providers
would announce the builds and publish them through the
tool.

But, later, QAL asked for (and got) the possibility to
upload builds
themselves in order to QA their own versions or specific
versions.

I don't see anything wrong in restricting this QAL right to
builds
pertinent to their languages only.
