About "background color" in "table" toolbar

Hi, 

We found that the "background color" button in
table toolbar implements paragraph background.

Is this a bug or a function defined by specification? In my
opinion, I think this should be a cell background color.

Is there a specification about this table toolbar in
OpenOffice.org?

I guess, that you speak about writer tables. If you select a
cell (it is 
black then), the icon sets the cell background. If the cell
is not 
selected, the icon sets the paragraph background.
