Scroll wheel does not work

Confirming. Not sure if this should be RFE; it seems like
expected functionality
would be to have the scroll wheel always work.

Additionally, also notice that the scroll wheel will work
when some dialog boxes
are up (such as "Insert -> Hyperlink"), but
not with others (such as "Insert ->
Function" or "Tools -> Goal Seek").
