OK, now i understand the behavior of Excel. 
Excel Japanese seems to use the same function names as Excel
English does.

From the beginning, i use only Japanese versions of OOo for
this issue.
I.e. its user interface such as menus and dialog was/is in
Japanese. 
However, the saved Excel file still has German function
names.
